IPv4 Transfer Policy

Transferring IPv4 address space, and moving resources between APNIC and IRINN.

The IPv4 Transfer Policy sets out the conditions under which IPv4 address space may be transferred between organisations, and the approval process IRINN applies.

Transferring from APNIC to IRINN

Account transfers from APNIC to IRINN are free of charge and have no technical impact on your resources or routing policy.

  1. Your organisation's Corporate Contact emails APNIC with the APNIC account name in the subject line, including a list of the resources to be transferred, an expression of consent to the transfer, and a statement of whether the APNIC membership account will be closed afterwards.
  2. Contact IRINN and have an email confirmation sent from IRINN to APNIC confirming the transfer request.
  3. Apply for affiliation with IRINN through the MyIRINN portal. The IRINN hostmaster evaluates the request; after approval you register your user account and sign in.
  4. IRINN allocates the transferred resources within three working days, after which they appear in your MyIRINN account.

If your organisation retains its APNIC account after a transfer, it may only request internet resources from one source in future — either the nominated NIR or APNIC.

IPv4 transfers between account holders

IPv4 addresses delegated by IRINN cannot be transferred for five years from their original delegation date. The minimum transfer size is /24.

  • The source must be the registered holder, hold a current account, and have no dispute over the resource.
  • The recipient is subject to current IRINN policy and must demonstrate a detailed plan to use the transferred space within 24 months.
  • A recipient that already holds IPv4 space must also show its past usage rate and compliance with policy for past delegations.
  • Both source and recipient must hold current IRINN accounts for transfers within the IRINN region, except historical-resource transfers.

The source initiates an intra-IRINN transfer in MyIRINN. Inter-RIR transfers are possible only where the counterpart RIR has a compatible transfer policy.

Transfer fees

IPv4 transfers are charged at 20% of the annual fee for the block transferred and must be paid before processing. For example:

  • /24: ₹5,500 plus applicable tax
  • /23: ₹7,425 plus applicable tax

The fee does not apply to transfers resulting from a merger, acquisition or takeover, or to transfers under the historical resource transfer policy. For transfers between IRINN affiliates, the recipient pays; for a transfer to or from another RIR, the IRINN affiliate pays.
