IRINN Conducts Regular Audits to Ensure Compliance with APNIC Policies

The Indian Registry for Internet Names and Numbers (IRINN), the National Internet Registry (NIR) for India today announced the result of an audit to ensure compliance with the APNIC Number Resource policies in allocating IP addresses to all entities/Applicants who fulfill the criteria of an independent block.

IRINN and APNIC (Asia Pacific Network Information Centre) jointly investigated an anonymous information about suspicious allocations.

IRINN promptly launched the investigation. During the scrutiny and regular audit, it was discovered that some Affiliates had the same postal address and contact information. Once this was discovered, NIXI investigated additional information given by these Affiliates at the time of allocation. IRINN investigation observed the following details: 1. These Affiliates did not submit requisite documents justifying IP resources as required by IRINN and APNIC resource justification policies. 2. All entities were Limited Liability Partnerships (LLPs) created over a relatively short period of time. As a result, IRINN sought legal advice and, as advised by the advocate, sent default notices to all Affiliates.

The competent authority constituted a committee to analyze and propose next steps, and a subject matter expert's legal opinion was sought to review the responses received from these entities. It was discovered that all entities failed to produce comprehensive documents to dispute the claims made against them.

Based on the above observations, termination notices were sent in compliance with IRINN Affiliation Agreement article 3.1. IRINN then retrieved the delegated Internet Protocol resources and returned them to APNIC. IRINN reaffirms its commitment to following Internet address policies and maintaining an accurate registry, as well as its complete cooperation with APNIC.
